Han Ki-ho, a professor at the Ajou Institute for Unification, told NK News that Chung's criticism of the UNC is linked progressive efforts to improve inter-Korean relations without foreign involvement.

"Whether it's dealing with the North or conducting recovery of remains, these are matters that South Korea can only carry out with the approval of the UNC," he noted.

Han cited a 2019 case where the UNC allegedly prevented Seoul from delivering antiviral medication to Pyongyang, suggesting that this was an example of overreach that went beyond the "purely military character" of the Armistice Agreement. However, the UNC denied the reports at the time and said it approved the shipment.
